Export bus configuration only changes after block update

Your Expectation

Use redstone card on export bus to control enabling/disabling. Expect that on "Active with signal" the export bus will be off by default and be enabled when it gets a signal.

The Reality

Export bus is always on regardless of signal. This is apparently because the setting does not update until there is a block update.

Your Proposal

Bus settings should be applied when the settings are changed.

test it in nightly 279 and i didn't have problems with the redstone card, maybe was fixed

Bus apply setting on neighbourd change, so after configuration need to send signal or place block near to actually apply settings. If it ignore signal in other situations, let us know.

This is also clearly a bug (or terrible behavior) so I will update the post title.
