Balance the large turbines #509

Most power generation methods in our pack such as nuclear and fusion got "buffed" or their fuel values adjusted.

Since large turbines have maintenance in form of rotor blades (as well as usual multiblock maintenance) and a significant startup cost, a rebalance is planned.

@Teteros Please Test GT 5.09 and we maybe have to change confgs.
