User 'gnizr' can create new user whose username is an empty string #12

What steps will reproduce the problem?
1. Login as "gnizr"
2. Go to "settings" -> "create new user"
3. Leave all input fields blank.
4. Submit

What is the expected output? What do you see instead?

An error message should be displayed and no new user account will be created.

It seems that the maven assembly process failed include "validation" XML from
gnizr-webapp project.

Move validation XML from the Java source package into the Resource source 
package.
Relates to SVN Revision: R231.
