Unable to edit tags if they are not used in a bookmark #17

What steps will reproduce the problem?
1. Create a new tag and do not assign tag to a bookmark 
2. Attempt to remove newly created tag from Settings/Delete Tags option.
3. Tag is not listed.

The (default) tag list should be used for the Delete tag drop down box.

the (default) tag group no longer displays tags that have never been used.
