Allow users to delete tag with 0 usage freq

What steps will reproduce the problem?
1. Go to "edit tag relations"
2. Create any tag relations using a new tag
3. Go to "delete tags"

What is the expected output? What do you see instead?

The user should see that the new tag in the list and be able to delete that
tag. In the current implementation, because tags with usage freq == 0 are
hidden, the user can't delete the newly created tag.

This is not critical issue but it's ignoring. Especially, when the user
starts editing tag relations, he/she sees tags with usage freq == 0 that
can't be delete.
