Prevent domain providers from firing if their domain is disabled by the user #1

Currently, all modules will fire. This is inefficient due to the fact that if 
the user deselects, e.g. the Air domain, the Air Data Provider will still fire. 
Ideally the module manager should ignore any data provider where the domain is 
disabled in the interface.
