I don't think there's anything to scrape here. At least when I tested for CovidWA.com, you have to enter personal information, wait for an secure message email to open an account (took me 4 days), then await another email for secure code (so far 2 hours and counting without any email arriving). And after that the booking login is tied to a specific individual's personal information.
