Consider moving thruster H2 consumption buff to a different upgrade [Problem Report] #208

thrustBlock.PowerConsumptionMultiplier = 1 / stats[28];

Currently this is given with the power upgrade, but for H2 thrusters it instead affects its H2 consumption.
