UI: Upload/Publish a model feature #246

As we get more models, we are getting close to having folks switch from a few lines of python and a minimum viable product to a docker upload. Two or three models can be mostly massaged into the current docker.

Based on recent discussions, Pat will look into Kaggle to better understand their process for publishing, and lay out the required elements for a model to be published on PredictMod.

I think we should set up a code review in the next week or two, and the team can see how we should start approaching the "upload/publish a model" more rigorously.
