Rah rah privacy rah rah #179

Add privacy option in account settings.

Privacy flag will be set at GW2R ACCOUNT LEVEL. This means any linked accounts and characters will also inherit the privacy flag.

On any screens (currently only encounters) where affected account name / character name is shown, the account name / character name will be replaced with "Anonymous", preferably in different font / colour to distinguish between someone who might actually have that character name.

This replacement should not occur where the viewer of the encounter is the private person in the first place

Okay, this much is done.

We may also want to not show the evtc download link if any of the participants are private with respect to the current user. This is relatively low priority due to evtc storage being broken, but... :P
