Allow "Open in New Window/Tab" Encounters #230

Allow standard link actions on encounter links, eg treat as hyperlinks so users can ctrl+click to open in new tab and right click to bring up a menu etc

For the next site update, would it be possible to allow right-clicking on an Encounter to "Open in a new tab" or "Control Click" for the same thing?

It's a minor annoyance to find a specific instance by clicking, back, clicking, back, etc
