Exclude Fractals from 60 Second Restriction #257

Currently we have a minimum 60 second encounter length restriction on all log files. This is primarily for duplication detection purposes. The issue however is that Fractal boss speed runs can (and do) be sub 60 seconds.

Need to see if we can exclude or reduce the encounter length minimum restriction for Fractal CM logs only.

Obviously a sub-60 second encounter log would be handy here.
