Damage calc off #293

Apparently we didn't fix the issue? Oo

@Merforga i believe there is still an error in how raidar is calculating illusion damage, look at power chrono on this vg: https://dps.report/HEsi-20180504-091148_vg https://www.gw2raidar.com/encounter/ByDesigningBreathedOxygenKinder the dps.report reflects accurately what i would expect to have done in this pug rotating vg and closely corresponds to my arcdps overlay numbers at the time
