Status Bar reappears when changing Display settings #450

What steps will reproduce the problem?
1.Turn off status bar
2.Change any setting in the Display window
3.The status bar will reappear, even though the toggle setting still says it's 
off.

What is the expected output? What do you see instead?
The Status Bar should stay gone as long as it's turned off. It reappears when 
you change any Display settings. Interestingly, it doesn't change the Window 
Size when it reappears to compensate vertically, which is especially noticeable 
when 'Maintain Aspect Ratio' is selected.

What version of the product are you using? On what operating system?
BizHawk 1.10.0, Windows 7 64-bit

Please provide any additional information below.
This is similar to Issue 421, which was fixed. That issue was that the status 
bar would not save toggle settings to config at all.

This issue seems to have fixed itself for me. I'm not sure what settings I 
changed, but suddenly it doesn't happen anymore. My guess is that I still had 
something related to this saved in the config from before issue 421 was fixed, 
and that carried over this effect into the new version.
