Cannot rate individual dogs in Inbox (chat) page #18

Expected behavior As a user, when I visit the Inbox (chat) page, I can rate each person I'm chatting with so that the number of stars I give represents how helpful the dog's caretaker has been in answering my questions.

Actual behavior When I visit the Inbox (chat) page, I do not see any stars anywhere.

@nicolewang12 Please clarify if this is to be part of the upcoming launch. Will leave it to @Gabriel0402 to determine the feasibility of implementing this by then.
