Mining Drill consumes power even though it does not have a drill head installed
Steps to Reproduce:
Put a ore card in the mining drill controller, watch the power drain despite not producing any ores.

Ore Encoder will not encode to the card correctly if it loses power at any time during the process. (saw an issue for this earlier but i cant find it now.
