Did a little more investigation.
Opened a testing world, put down a creative energy cell for Tech Reborn. Set the power storage on the network to 60M. When it got there, logged out and logged back in and it was at 49M.
Set up another network with Ind Rev creative Lazuli Flux Container and set it to 60M. Logged off and back on and it was at 55M.
Now things get strange. Changed both networks to 100M storage capacity. Logged off and back on, both are at 100M, despite several relogs. Lowered them both to 80M, good, 60M good. Raised them back to 100M and while they were charging back up, at around 65M, relogged and the Ind Rev had dropped down to 59M, no change in the TR system.
EDIT - more strangeness. Tried more relogs while they were charging and now both of them drop, but the Ind Rev one drops more. Both were at around 64M and after relog the Ind Rev was 59M and the TR was 62M.
EDIT - okay, last addition for now. Tried one more time and set both of them to 10M. Logged off and back on several times and each time both of them dropped down to around 2-4M range.
Can confirm in All of Fabric 5 1.3.0 (Wireless Networks 1.5.1). Dropped from 150M to ~9M power in network node energy storage after a server restart.
Just saw this in AOF5 1.5.1 (Wireless Networks 1.5.1). After server restart, energy contained in storage dropped from 10G to around 50M.

I noticed something strange the other day. I noticed that I had over 100M in power in my network and then it was 55M and no way I was using that much. I then watched today and it was up to 66M. I then logged off, logged back on and power was back to 55M. Got it back up to 86M, logged off and back on and it is back to 55M.
EDIT - power supply sources used were Ind Rev Biogenerator and Solar panel and Extra Generators, no power storage, other than the internal buffers of those and the Network.
