Tablet mode is broken #2

Responsiveness doesn't work well on tablets.

Tablet mode relies on Bootstrap minimize, 1199 is tablet mode, but that is ugly. Mini tablet mode is 992 to 1198 and desktop mode is 1200+. mini-tablet mode is nonfunctional. Desktop and mobile are good. Would like to remove the 1199 and just have the mobile scale up until 1199, but we'll see
