Re-enabled the Hydra delegate which is compatible with USD 23.02
There's some new custom FindPython which messes things up trying to find a hard-coded 3.10, so we need to be extra-explicit
Needed to remove the metalFoundation patch, @murraystevenson can you verify how this builds on macOS, I think a new patch needs to be made

An additional Gaffer update needs to be made, some function calls are missing/changed...

Merging - I'll deal with any MacOS changes needed at the same time as checking all the other build updates are working there.
