solve foreign key violation #163

please merge pull request because foreign key violation error raise on this script, i check this on today 1hrs ago

Sorry. The order has changed.

A role must be created first, and user_group_role must be inserted. This problem occurred because the foregin key constraint was managed separately.

I'm tired of developing The bad habit of generating a foregin key only when it is reflected in operation seems to be the problem.
