Update frpc.toml at gaianet init

The node operator might make changes to the node ID after install. We should do the following at gaianet init

• [x] Update frpc.toml from nodeid.json
• [X] Update config.json from nodeid.json
• [X] Update dashboard/config_pub.json from nodeid.json

The latter two are processed by the registry.wasm program.
