How to make a radio chat mod for each nation

I'm creating a radio chat mod for two nations at the moment, but when I go to test the mod it doesn't work correctly, for example I'm creating for the American nation and for the German one but only the American one works, I'm doing the same way I used to do the Crew mod that works perfectly, could someone help me and tell me what I'm doing wrong?

Hello! Do you have proper program instruments in your multiinstrument containers? Why there are three containers in layer00 track? Do your Audio Table in corresponding localised sound bank contains proper paths to localised files, mentioned in program instruments?

The first print and the mod that is working correctly, I just had to create another soundtrack for the English language because if I change the main one, the mod doesn't work properly. The second print is from the radio chat mod, and with this mod I'm having problems, I tried to create the mod in the same way as the previous one but without success.
