server-log is not reporting members entering or leaving #131

Bug information

NabBot is not showing messages of new characters joining and leaving the server. Change must be related to the new core cog.

Steps to reproduce:

  1. Have someone join or leave server.

Expected result:

  1. A message on #server-log should be sent.

Actual result:

  1. No message is sent.

Fixed, closing this without merging to master because bug was introduced (and fixed) in dev.
