Add respawn area related commands #138

/respawnarea (alternative /resparea) added;
- No params received atm, bot will list all available areas and user (mods only) will choose which one to set;
/settings respawnarea added, to choose the channel in which the announcements will be made. Default is respawn-area
Default (simple) messages added for announcements. User formatted messages are possible by modifying the config.yml file;

This is set right.

Closing due to not being open to configuration for specific servers without a lot more work invested, and no promising amount of users would probably use it.
