Right now, if someone wants to use /im, and that character is already taken by someone else, then it can't be claimed unless a bot admin reassings the character themselves or the user is kicked.
With a /claim command, you would be able to claim a character as yours, no matter who the actual owner is, as long as the character has a special code in their comment, unique to the user using the command.
