Adding library qr_make.py, which creates a QR-code image from text. A…dding scratch of the main script, that interacts with Telegram environment, sets basic commands and logic of bot, receives and sends back a QR-code.

Adding blank file main.py of the main script. Updating changes of the description of the project in README.md
