User selected number of panel rows not respected #386

  4. Gallium tool bar doesn't respect selected number of rows.

To Reproduce

  1. Right click on toolbar
  2. Select Panel -> Panel Preferences -> Display
  3. Keep the number of rows set to 1, but increase the row size

Doing this increases the number of rows, even if it's set to 1. This is bad for hdpi screens like the Google Pixel. It looks like there is some hard coded limit for the size of the windows, but not the quick launcher buttons. Basically, it creates a non responsive appearance, and it would be great if that were changed.

I was going to make a video demonstrating the problem, but it doesn't pick up my microphone ¯_(ツ)_/¯

Ok, I actually was able to get my mic to work and made a video to demonstrate the problem!
