Put NumLock On by default for Chromebases #548

I have a LG Chromebase 22 and I successfully installed GalliumOS on it. One small issue I had was that the NumPad was not working. It took me time to figure out that the NumLock was off. So I used the 'numlockx on' command to put it on. I did that at each session startup in the preferences so that the change is permanent. I would recommend to do that by default in GalliumOS, so that user don't have to figure out by themselves how to use the NumPad.

Is there any reason not to have numlock on at boot for all machines? I'm pretty sure it would only affect external keyboards in any meaningful way even on Chromebooks.
