Using fill wand and and sponge wand (in offhand) at the same time will fill the water with the designated block of fill wand, even you do not have enough materials to fill.
Steps to reproduce the Issue (Required)
Select a water area by location selector.
Choose the material by fill wand.
Put the sponge wand in offhand.
Select the fill wand and right click to use both wand at the same time.
The water is now replaced by the designated material, even though you don't have enough materials in your inventory.
