What steps will reproduce the problem?
1.Scanning an item that is already checked out.
2.Attempting a renewal
3.

What is the expected output? 
Renewal prompt.

What do you see instead?
Apply to circulation desk - Renew not allowed.

What version of the product are you using? 
1.2
ILS is ALEPH

On what operating system?
Windows 7

This looks like an issue with your ILS's SIP configuration or that particular 
item or patron account.
