Update relevant repos and create a simple README describing how to implement LMCO pipeline modifications on the chosen version of rocket.

Initial version of the readme is ready on the ssith-lmco branch of chipyard.

This chipyard branch can be referenced in FireSim to build F1 images or it can be used standalone. I added a top-level Makefile that is able to build a netlist that is nearly a drop-in replacement for existing GFE P2 verilog (have not tested building into a bitstream yet, though).

LM was able to deliver us one version of their enhanced processor and we've successfully built an AFI using the flows established so far. Going to close this issue. We'll be tracking progress on an automated AFI flow separately.
