Disable LMCO P1 and P2 instance spin-up functionality

LMCO's participation in the FETT bug bounty is being suspended until the issues with deterministic pipeline engagement outlined in https://github.com/DARPA-SSITH-Demonstrators/SSITH-FETT-ProductionSupport/issues/28 are remedied.

The expectation is that these instance types will receive updated images and thus spin-up functionality will get re-enabled in the future (within the time bounds of the currently running FETT bug bounty contest.)

AC:

• LMCO P1 instance spin-up functionality in the Portal is temporarily disabled
• LMCO P2 instance spin-up functionality in the Portal is temporarily disabled.
