Use weighted average scores instead of minScore for multi-part tests --> partial credit
Use non-binary scoring for the naïve tally
Some cleaning up to the NE nParts mechanism

This is now functional, but ugly and messy in the interface between the tabulating and the tally/scale calculations. Next week, I will do some plumbing and try to standardize the interface to make it more intuitive for future work.
