Add a disable feature #14

Currently, in order to turn off rule evaluation, the user has to remove the URL pattern (or the whole rule manifest).

Is the intent with this to disable the plugin from looking at any tabs, or just the current tab? I could see either being useful :)

I was thinking of it in terms of individual rule sets. Eg. Disable this rule set for all urls.
