To reduce the number of alarms reported, we implement Anthony's process instance filter. Currently, untested--need process summarizer!

Not ready to merge yet, but I figured I'd get this on the radar.

This is ready to go:

Anthony's process summary filtering works;
with proper config, alarms produced on BBN cluster go to Splunk instance on machine 7.
