Generic infrastructure for controls testing

Summary of ideas discussed with @podhrmic:

• Develop a library of re-usable / configurable components. To start with, this will include a signal generator and a plotting component.
• Create helper / higher-level functions for configuring simulations with multiple initial conditions.
• Create functions to compare and measure multiple simulations

The thought is that the above with allow us to easily create new controls tests. We should have a notebook to demonstrate this process as well.

• Component tests: Limits on overshoot, settling, robustness (perturbations)
• System tests: GCAS Failure, Stall, Oscillations,
