Polyglot "skeletons" are Daedalus files that define the shape in which two data formats can combine to form a polyglot.

This PR adds a top level polyglots directory with two polyglot skeletons:

stacks, which simply concatenate a prefix format and a suffix format
conditional cavities, which embed a location-independent data format into a constrained cavity within another data format, such as a multiline comment

Also included in this PR:

README with polyglot detection and generation methodology using polyglot skeletons.
Scripts to generate Daedalus files that Talos can use to generate stack polyglots based on a stack polyglot skeleton.
Examples of stack and conditional cavity polyglot specifications, including (nearly) all Mitra PDF and ZIP polyglots.
Daedalus spec of the PHAR file format
