Let's track the version of LLVM in the dismantle package set so that:
we know which version of LLVM corresponds to the .tgen files we carry,
we know that the patches we carry are relevant for that version's .tgen files,
and we can state which version of LLVM is required to work with this software (e.g. if new .tgen files need to be generated).
As part of this let's also update the .tgen generation procedure in the README to mention that the LLVM version is an important consideration in changing .tgen files.
