To wit: a weak RTPS in rust implementation #1

Not sure it'd be useful to anyone related to this project, but I did dig in to RTPS for Rust. I was working on some basic interop/reverse engineering with one of the OSS DDS implementations but got distracted trying to write C++ and gave up.
