Review of work that @jldodds and @andreistefanescu are executing on to verify that permissions are correct, workflow makes sense, and there are no unintended consequences in CI or otherwise.
Work with @jldodds to determine the correct mechanism for signaling that a given build is to be emitted to the identified S3 bucket.

JoeyD has details re: the specific S3 bucket that will be targeted here, in case that's important to know or store in config, etc.

The goal here is to support CI systems that need nightly versions of SAW, rather than humans
