build!: switch to docusaurus #4

The current state from this PR is served with GitHub Pages on: https://galoymoney.github.io/dev.galoy.io/

(done by setting in docusaurus.config.js:

baseUrl: '/dev.galoy.io/',

and running:

GIT_USER=openoms yarn deploy

in the repo with write access)

TODO before merging:

[x] set the github pages source branch to gh-pages and deploy to the branch
[x] redirect dev.galoy.io to https://galoymoney.github.io/dev.galoy.io/
