NaCL bot #573

Currently there is no NaCL bots, so bugs are cropping in with new code and not 
being caught.
go/naclbot
should provide some information on how to build for NaCL.

provide code, scripts and/or documention on how to test NaCL.
primarily, the build should create a .nexe binary and run ncval on it to 
validate it.

intel 64 bit is main test target.
32 bit intel is supported but rarely has bugs and isnt used as much.
arm (32 bit) would be nice.
