Render zerocoin inoperable until further notice #25

Given the recent vulnerability discovered in zerocoin; v1.2 will disable the ability to control zerocoin maintenance mode with a spork, and will change zerocoin to be permanently disabled until an alternate solution is provided.

A further release may implement a method to recover zGMCN back to your wallet; but that is TBD.
