Why does the build script install Tizen even though I chose win32-vc120-static?

I bodged it by modified the install_dependencies.py but this is a bodge and shouldn't be necessary..

Hi. Thanks for suggestion. We have updated the build script to not install Tizen SDK if not needed for the target to build for.
