What am I addressing?

How/Why did I address it?

Added ability to add IPresentConditions to RandomEncounters
Added new Encounter/Dialogue option Conditions
- !is_walking and !is_driving
- !has_tag {string}
Added new Encounter Effects
- Added @toggle_diving {int} to toggle walk/drive mode
Fixed EncounterManager::randomEncounterQueue reload bug

[ ] Ensure that adding the is_walking/is_driving works (check both when driving and when out of fuel)
