Add support for gold source fastdl #1778

According to this instruction even after updating, i didnt find it.

Counter-Strike 1.6 does not use the Source Engine, so this is correct behaviour.

1.6 is not supported by the fastdl command. I'm not even sure if 1.6 itself supports fastdl.

1.6 does supprt fastDL i have used it on other gameServers
