E.g. in EDDV and EDDK a set rule has to change the runway from what ES suggests. This sometimes fails

Everything works normal. Rule set, some SID get skipped

EDDK NVO, rule on. Expected result correct

Immediate re-checking, now the error occurs. All rwys are skipped

Possibly fixed with other changes to the rule system
