If logged in as TWR and APN (lower) is online automode doesn't switch off

Possibly fixed with new function to check if lower ATC is online

More information is needed, as the check works in test instances.

To support debugging ".vsid debug atc" should be entered in chat prior login (so any controller that is sent by euroscope is detected and connected to a handle message). Any odd behaviour (e.g. a controller which is needed is skipped or ignored) should then be reported with a screenshot showing the messages regarding this controller (especially any skip or ignore messages)
