New DRWY need to be set prior command. All outbounds with no clearance received flag and GS < 20 KT (to avoid changes for airborne traffic who lost their CRF) will get a new SID assigment, even if the SID/RWY is set in the FP.

To discuss: With auto mode off, should the new SID be written into the FP directly, or is the click to set the SID and IC required.

Feature not required anymore as with a new runway the SID for all outbounds without CRF will get the new SID.

SID Ping-Pong protection required if two controllers in auto mode have different runway setups.
