PVP event cancel does not cancel flame bow combust #10

Reproduction

  1. In a PVP enabled world, make sure player A and player B have PVP off with /pvp
  2. Give player A a bow with flame, and arrows
  3. Make player A fire bow at player B
  4. Observe Player B combusts
